PBBF Player Transfers

PBBF Player Transfer Policy

The policy below reproduces the player transfer rules provided by the Pakistan Basketball Federation.

1. General Overview

A basketball player is considered to belong to their unit of residence as per their Computerized National Identity Card (CNIC). The units may include:

  • Clubs
  • Divisions (affiliated with PBBF)
  • Departments (affiliated with PBBF)

These units are defined in accordance with PBBF regulations.

2. Transfer Process

A player who wishes to transfer from their parent unit to another must adhere to the following procedure:

Step 1: Transfer Application Submission

  • The player must fill out a Transfer Application Form, ensuring that it is complete and signed.
  • The completed form must be submitted to the future unit where the player intends to transfer.

Step 2: Future Unit's Submission to PBBF

  • Upon receiving the signed transfer application from the player, the future unit must forward the application to the PBBF head office for approval.

3. Transfer Approval

The PBBF head office will review the application to ensure compliance with all transfer regulations. The following conditions will be checked:

  • Completion of all necessary information on the transfer form.
  • Verification of the player’s current registration with the parent unit.
  • Any objections from the parent unit or affiliated department.

Upon successful review and no objection from relevant parties, the PBBF head office will issue approval for the transfer.

4. Transfer Waiting Period

A player will be eligible to represent their new unit in any PBBF-sanctioned basketball event only after a three-month waiting period.

  • This three-month period will be counted from the date of submission of the transfer form to the PBBF office.
  • A player cannot apply for more than two transfers within a year unless there are extenuating circumstances, which must be justified and approved by the PBBF.

5. Transfers from Departments

If the player is transferring from an affiliated department under the PBBF:

  • The player must additionally obtain a No Objection Certificate (NOC) from their parent department before submitting the transfer application.
  • This NOC must accompany the transfer application to be considered valid.

6. Transfer Regulations for Events

  • Once the player’s transfer is approved and the three-month waiting period has been fulfilled, the player is eligible to participate in any PBBF-approved events for their new unit.
  • If a transfer application is submitted within the off-season, the player will still be required to observe the three-month waiting period, but it will not interfere with ongoing competitions.

8. Penalties for Non-Compliance

Any player or unit found violating the transfer policy (e.g., representing the new unit before the waiting period or transferring without proper approval) will face disciplinary action from PBBF, including but not limited to:

  • Suspension of the player from participating in PBBF events.
  • Fines imposed on the violating units or departments.
  • Annulment of games in which the player represented the new unit illegally.

9. Dispute Resolution

In the case of any disputes or objections raised by the player, parent unit, future unit, or department during the transfer process:

  • The case will be referred to the PBBF, which will resolve the matter within a specified timeframe (typically 30 days).

The decision of the PBBF will be final and binding on all parties.
